The Laois League

is an inter club competition run by the members of the

Carlow, Abbeyleix, Athy, Rathangan, Portarlington, Mountmellick Tennis Clubs.

Constitution

 

  1. The Laois League (“the League”) shall promote and develop the game of tennis to the highest possible standards through the promotion of leagues and other events in the south midlands region.
  2. The League shall be run on the following principles:

(a)    equal opportunities for all clubs and players;

(b)   promote high standards of conduct on court, and open, friendly attitudes off court.

  1. To compete in competitions run or sanctioned by the League, clubs must have all affiliation and entries fees paid. 
  2. The League shall be managed by a Committee, consisting of; President, Honorary Treasurer, Honorary Secretary, and one Representative from each of the Clubs affiliated to the League. All clubs will have one vote only at committee meetings and at an AGM or EGM. In the case of equality of votes the Chair shall have a casting vote.
  3. The quorum for a Committee meeting shall be 50% of it’s members.
  4. The Committee shall be elected at the Annual General Meeting, to be held each year during the month of April. At least 10 days notice of both an Annual and Extraordinary General Meeting shall be served on all clubs. The quorum for an AGM or EGM shall be 50% of affiliated clubs.
  5. An Extraordinary General Meeting may be called by:

(a)    the Committee,

(b)   at the request, in writing, of more than 50% of the clubs affiliated to the League. Such a request shall state the purpose for the meeting being called.

  1. No position on the Committee shall be held by the same person or club for more than three consecutive years.
  2. The Committee shall have the following powers and duties:

(a)    To appoint sub-committees or delegate tasks,

(b)   To fill any vacancy on the committee,

(c)    To organise competitions,

(d)   To sanction any tournament in it’s name,

(e)     To decide the date and format for each competition,

(f)     To set the rules for each competition,

(g)    To decide the entry fee for each competition,

(h)    To decide on the eligibility of the entry of any club for competitions,

(i)      To enforce the rules regarding any particular competition,

(j)     To suspend, expel or sanction (fine or points deduction) any club or member of any club competing in a competition whom they consider has acted in a manner prejudicial to the interests of the game or contrary to the rules of any competition, provided that the defaulting Club or person shall have been given a reasonable opportunity of appearing before the Committee and offering an explanation. The decision to suspend, expel or sanction any Club or person must be passed by at least two-thirds of the committee present and eligible to vote.

  1. Any changes to the rules for each competition must be passed by at least two-thirds of the committee present and eligible to vote.
  2. The decision of the Committee on any matter shall be final.
  3. While any dispute, protest or disciplinary matter affecting a Club, or member of a Club, is being discussed by the Committee, any representative of that Club on the Committee shall not be present or shall not take part in the decision taken.
  4. All competitions shall be played in accordance with the Rules of Tennis as laid down by the International Tennis Federation.
  5. No alterations or additions to the rules shall be made except at the Annual General Meeting or at an Extraordinary General Meeting called for the purpose, with 10 days notice to affiliated clubs. Any proposal to add or alter these rules must be made by notice of motion in writing to the Committee prior to the AGM/EGM being called. Notice will be given in the agenda of the AGM/EGM of any such motions. Any such additions or alterations to the rules must be carried by at least two thirds of the members present and eligible to vote.

Summer League Rules

 

  1. The League shall be divided into Divisions (including junior divisions). Each division may be divided into sections.
  2. To participate a player must be a bona fide member of the club they are representing. A person may only play for one club.
  3. Formats:

In all divisions players play two matches in each tie.

(a)    All Divisions: Team shall consist of four players (2 men, 2 ladies), who play two  mixed doubles and a men’s and ladies doubles.

  1. All matches in all divisions are the first to 9 games with a tiebreak at 8 games all.
  2. The home team shall provide new and approved tennis balls.
  3. All matches must be played on the dates and at the times specified on the fixture lists. All players must be ready to play at the starting time.
  4. Before the start of each tie the opposing captains must exchange a list of players on their respective teams, in the order in which they will play Mixed and doubles.
  5. The result of all fixtures will be the number of matches won by the two teams. Two points will be awarded for a win, and one point for a draw.
  6. The captain of the winning team shall send the results sheet of each match to the Competition/Division Secretary, which shall be received no later than 6 p.m. on the sixth day subsequent to the day on which the match is played, or in the case of an abandoned match, when finished. Breaching this rule results in the loss of all points by the winning team.
  7. Notification of the full names of the nominated members of each team, with the list of nominated substitutes for each team shall reach the League not later than 3 days before the start of the competition. Points shall not be awarded to a team in respect of any match played prior to the date of receipt of notification.
  8. In the event of a nominated player being unable to play in any match, a substitute may be played. A substitute shall be:

(a)    A nominated substitute for that team,

(b)   A nominated substitute for a lower team in the same division,

(c)    A nominated member or substitute of a team playing in a lower division,

(d)   A nominated member of a team may only substitute for a team in a higher division. A nominated substitute may only substitute for a higher ranking team in the same or higher division,

(e)    A player who plays more than one match as a substitute in a higher division or for a higher ranked team in the same class shall become a nominated substitute for that team,

(f)     The penalty for breach of this rule shall be the loss of all points won by the offending team and/or the removal of that team from the competition.

  1. The only circumstances in which a match may be rearranged, postponed or abandoned are as follows:

(a)   Postponed by Agreement;

A match may only be postponed due to adverse weather conditions or for other exceptional circumstances. The postponement must be notified to the Competition/Division Secretary by both captains and the rearranged match must be played before the date fixed for the next match.

(b)   Abandoned by Agreement;

A match may only be abandoned with the agreement of the two captains, by reason of adverse weather conditions or other exceptional causes. This match will be finished before the date fixed for the next league match. The scores in all events  at the time of abandonment shall stand and play in the unfinished events shall be resumed from that point at which they ceased.

(c)    Postponed/Abandoned without Agreement

In the event of a match being abandoned/postponed without the agreement of the two captains, the circumstances shall be reported to the Hon. Secretary of the League by the two captains within 48 hours. The League Committee shall have the power to order the match to:

(i)      be replayed in it’s entirety prior to a fixed date,

(ii) be resumed from the point at which play ceased,

(iii) award any unfinished event or events to either team.

  1. The positions in the league will de determined by the highest number of points won.
  2. In the event of two teams finishing on level points, the higher placed team will be;

(a)    the winner when the two teams played in the league (including home and away), if the teams are still level,

(b)    the team with the highest number of games won in the match (es) between the two teams in the league, if the teams are still level,

(c)    the team with the highest number of matches won in the league,

(d)   the team that has the highest margin of matches won to matches lost in the league,

(e)    if the teams are still equal, the higher number of games won throughout the whole league will decide positions,

(f)     if the teams are still level, the team that has the highest margin of games won to games lost in the league,

(g)    if they are still level, each team will nominate one mixed doubles pair to play one set to decide the positions.  

  1. In the event of three or more teams being equal on points the higher placed team will be;

Refer to rule 14 (c) onwards.

  1. If in the knockout stages the teams draw the winner will be;

(a)    the team that won the most games during that match,

(b)   if there is still a draw, both teams nominate a mixed doubles pairing who play one tie-break to decide the winner.

  1. Divisions 1 and 2 are open to all ages. Players must be 18 years of age or older to play Division 3. In junior leagues all players must be under the defined age category on 1st of January in the year of the competition.
  2. Promotion:

The winners of Division 3 (all players who played more than 70% of the teams fixtures) shall be promoted to Division 2 for the next year.

Relegation:

The last team in Division 2 (all players who played more than 70% of the teams fixtures) may move down to Division 3 for the next year.

19.   Grading:

Grading of all players will be decided by the League Committee. All players will receive a grade stating the lowest division they may play in.

20.   The decision of the Committee on any matter shall be final.
